Mariners transiting west of the safety zone should proceed at a speed to minimize potential wake or surge damage to the vessels working the construction area. There are two distinct jobsites within the construction area. The first jobsite, which is operated by Weeks Marine, is west of Pier 66. Within this jobsite, Weeks Marine is conducting soil mixing within a 110’ wide x 600’ long cofferdam for the Hudson River Ground Stabilization (HRGS) Project. Work hours are approximately 7AM – 7PM, Monday through Saturday. The cofferdam is marked with FL W 4s lights at each corner and at 30 ft intervals, and with white retro-reflective tape 6” high and at least 4’ long is installed above the MHHW mark every 50 feet on the cofferdam. The Weeks 61 barge (AIS – WEEKS 61 Barge) will move between the south and north sides of the cofferdam to excavate spoils within the cofferdam. Within this jobsite, Posillico Civil has constructed a 200 ft x150 ft temporary marine structure to facilitate grouting and freezing operations to stabilize the ground beneath the Manhattan bulkhead in preparation for tunnel boring. All barges require tug assistance for a movement and a minimum notice of 24 hours via VHF radio is required for any barge relocation. All moored barges display fixed white lights in accordance with the Inland Navigation Rules. Four seasonal white lighted buoys have been reset. Two (LLNR 37663, 37663.1) are upriver of the construction area, and two (LLNR 37663.2, 37663.3) are downriver. All four lighted buoys exhibit FL W 2.5s characteristics.
