All spectator areas are designated for vessels observing the International Naval Review, International Aerial Review, and Tall Ship Parade of Sail and will be available on a first-come, first-served basis. Listed below are the 9 spectator areas and regulations pertaining to them: 1. Spectator Area 1: Exclusive use for vessels certificated under 46 CFR Subchapter T or Subchapter K spectator vessels. 2. Spectator Area 2: Exclusive use for spectator vessels less than 82 feet (25 meters) in length. 3. Spectator Area 3: Exclusive use for spectator vessels less than 82 feet (25 meters) in length. 4. Bridges Ambrose Channel – Main Channel/General/Bridges/Rehabilitation From April 1, 2026, through September 30, 2026, contractors will be installing main cable access platforms above the roadways of the Verrazzano Narrows Bridge, mile 0.0 across New York Harbor. The safety boat RHIANNON will be stationed below active work on this project during the hours of 7:00 a.m. and 3:30 p.m., as well from 10:00 p.m. to 6:00 a.m. The safety boat will move upon request by contacting the vessel directly on VHF-FM Channels 13 or 16. Vessels wishing to anchor in a suspended ground may be able to do so if the anchorage is not being used by event participant or spectator vessels, and the Coast Guard gives authorization to anchor there. Hours of operation are from 7 a.m. and 7 p.m. Temporary safe span platforms will be installed under the tram rail steel (over navigation channel) which will reduce vertical clearance by approximately 6 feet. A minimum of 210 feet east side and the west side of the navigation channel will be cleared of obstruction at all times for safe passage of vessels. In addition, 25 feet of buffer will be maintained on each side of the channel marker. A safety boat will be operated IVO the bridge. Hot work will be performed during construction. In Roundout Creek, there is shoaling at the mouth of the creek. Mariners should exercise caution when navigating these areas.

The installation of a 44-foot by 8-foot floating pier, attached to a bulkhead by a 36-foot by 4-foot gangway. Three (3) finger piers, approximately 36-feet by 6-feet each, will extend from the main floating pier. The entire pier assembly will be held in place by five (5) plastic, 16-inch-diameter piles, each installed by vibratory hammer. The dredging of a total of approximately 1,429 cubic yards of material, over an area of approximately 12,500 square feet. LAA/RNA New Rochelle Harbor North Approach – Middle Channel/General/LAA/RNA/COTP Restriction General/LAA/RNA/COTP Restriction From: 2024-12-16 To: 2027-05-31 The Coast Guard is establishing a temporary safety zone for certain waters of Long Island Sound in the vicinity of the Glen Island Approach Bridge, New Rochelle, NY, for construction vessels and machinery involved in the rehabilitation project of the bridge. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards associated with the bridge construction between December 2, 2024, through May 27, 2027. When enforced, this regulation prohibits persons and vessels from being in the safety zone unless authorized by the Captain of the Port New York or a designated representative. DATES: This rule is effective without notice from December 3, 2024, through 5 p.m. on May 27, 2027. For the purposes of enforcement, actual notice will be used from midnight on December 2, 2024, until December 3, 2024. This rule will only be enforced during periods when construction operations at the bridge are in progress. Comments and related material must be received by the Coast Guard on or before March 3, 2025. The area regulated by the safety zone will encompass the waters around the Glen Island Bridge and will cover all navigable waters, from surface to bottom, within the area formed by connecting the following latitude and longitude points in the following order: 40°53′18.58″ N 73°46′56.26″ W; thence to 40°53′22.08″ N 73°46′59.39″ W; thence north along the shore to 40°53′23.8″ N 73°46′57.51″ W; thence to 40°53′19.15″ N 73°46′52.54″ W and thence south along the shore back to the point of origin. This area is intended for the vessels and machinery being used by personnel for the Glen Island Bridge rehabilitation project. The duration of the zone is intended to ensure the safety of personnel, vessels, and these navigable waters during the bridge construction. No vessel or person will be permitted to enter the safety zone without obtaining permission from the COTP or a designated representative. The Coast Guard will make notice of the safety zone via the Local Notice to Mariners and issue a Broadcast Notice to Mariners via marine channel 16 (VHF-FM) as soon as practicable in response to an emergency or hazardous condition.

The safety zone will only be enforced during periods when construction operations at the Glen Island Bridge rehabilitation project are in progress. The Safety Zone encompasses all waters within a line beginning at 40° 53′ 18.58″N 73° 46′ 56.26″W; thence to 40° 53′ 22.08″N 73° 46′ 59.39″W; thence north along the shore to 40° 53′ 23.8″N 73°46′ 57.51″W; thence to 40° 53′ 19.15″N 73° 46′ 52.54″W and thence south along the shore back to the point of origin (WGS 84). You may not enter, remain in, or transit through the Safety Zone during the enforcement period unless authorized by the Coast Guard Captain of the Port. Other Federal, State and local agencies may assist these personnel in the enforcement of the Safety Zone. Mariners are urged to exercise caution while in the area. The anticipated dates for the windows of full channel closures: Date December 2, 2024, through December 20, 2024 February 3, 2025, through May 22, 2025 October 2, 2025 through 12 p.m. on May 22, 2026; from 7 a.m. on May 26, 2026, through 5 p.m. on May 29, 2026; and from 7 a.m. on June 22, 2026, through 5 p.m. on June 26, 2026.

Navigation of the area requires extreme caution due to the encroaching nature of the shoal.
